Dr. Gubad Ibadoghlu

Dr. Ibadoghlu is a well-known economist, scholar, and civil society leader. A former member of the Eastern Partnership Civil Society Forum (EaP CSF) Steering Committee, he has long advocated for transparency, anti-corruption reforms, and citizen participation in governance. He provides strategic oversight and represents PIC internationally.
Zhala Bayramova
Acting Executive Director
Zhala Bayramova is a human rights lawyer and civic activist with professional experience in defending fundamental freedoms. She oversees PIC’s organizational management, coordinates international partnerships, and leads the implementation of strategic initiatives. Her commitment to rights-based advocacy has earned recognition from international human rights platforms, including the Magnitsky Human Rights Award for Outstanding Young Activists.
Elchin Ahmadzade
Program Coordinator
Elchin designs and manages PIC’s advocacy programs, civil society forums, and multi-stakeholder engagement processes. His work focuses on participatory decision-making, public oversight, and strengthening the role of local civic actors in governance.
Rajab Imanov
Research and Policy Officer
Rajab conducts evidence-based research on civic freedoms, public finance transparency, and digital governance. He prepares analytical reports, monitors legal and policy developments, and contributes to PIC’s recommendations to domestic and international institutions.
Sevda Mammadova
Communications and Outreach Specialist
Sevda manages PIC’s media engagement, public communications, and digital platforms. She ensures effective dissemination of information, supports advocacy campaigns, and promotes accessibility and visibility of PIC’s civic initiatives among wider audiences.
